This early access would allow citizens to assess and debate key assumptions, like projected economic growth, before they shape national spending decisions. According to the 2023 Open Budget Survey (OBS), Jamaica’s overall public participation score is just 18/100, with 0/100 in the formulation stage—meaning the public has no formal opportunity to influence budget priorities before they are set. The release of the Pre-Budget Statement would be a step toward improving this, ensuring that budget priorities are made explicit, public, and open to scrutiny.
